Responsible Gambling Indicators
Background and Purpose:
Since 2009, the Social Welfare Bureau (hereafter referred to as SWB) co-organized events of “Responsible Gambling Promotions” with the Gaming Inspection and Coordination Bureau (DICJ) and the Institute for the Study of Commercial Gaming (ISCG) at University of Macau. To effectively promote the message of responsible gambling and raise public awareness, the SAR Government formed an inter-departmental “Working Group on Responsible Gambling” in 2011 to coordinate and promote policies related to responsible gambling.
According to the study of an academic institution commissioned regularly by SWB, the participation rate of gambling of Macao residents in 2019 is 40.9%, which has dropped considerably from 59.2% in 2007; the prevalence rate of gambling disorders has also dropped sharply from 6% at the peak to 0.8%. And the awareness of responsible gambling among Macao residents has increased from 16.2% in 2009 before the promotion campaign to 64.4% in 2020, which shows that the publicity and promotion work has been quite effective.
In order to enhance the quality of responsible gambling work in Macao, the Working Group on Responsible Gambling has set up “Responsible Gambling Indicators” and will implement it in phases. The project is to implement the initiatives on responsible gambling and related equipment of social service agencies and gaming operators in Macao; to review the efficiency of responsible gambling efforts; to provide improvement plans and to follow up on a regular basis to promote the healthy and orderly development of the gaming industry; at the same time to protect the rights of gambling participants so as to minimizing the personal and the family impact caused by problem gambling.
An independent executive unit was formed by the Responsible Gambling Work Group, and the members are from:
- Social Welfare Bureau
- Gaming Inspection and Coordination Bureau
- Education and Youth Development Bureau
- The Institute for the Study of Commercial Gaming, University of Macau
- Centre for Gaming and Tourism Studies, Macao Polytechnic University

Upon receipt of the application from relevant organization and completion of the on-site assessment, the Executive Team will issue the on-site assessment report to the applicant within 60 days. The organization will be rewarded as “Responsible Gambling Model Units” if it has achieved 90% completion or above.
For the applicant who fails to reach the indicators, the Executive Team will provide feedback and advice to assist the applicants to improve relevant items which do not meet the standard. After improving these items according to the Executive Team’s advice, the applicant can apply again in the following year.
